Delta State Governor, Rt. Hon. Sheriff Oborevwori, has transmitted the Twelfth Rolling Edition of the State Fiscal Strategy Paper (FSP) for the 2026–2028 period to the Delta State House of Assembly for consideration and approval.
The Governor, in a letter addressed to the Speaker of the House, Rt. Hon. Emomotimi Dennis Guwor, said the document was prepared in compliance with the provisions of the Fiscal Responsibility Law and in accordance with international best practices.
Reading the Governor’s letter during plenary, the House Speaker, Emomotimi Guwor explained that the Fiscal Strategy Paper forms the foundation for the formulation of the 2026 fiscal year budget.
According to him, the FSP comprises four key components, the Medium-Term Expenditure Framework (MTEF), the Fiscal Strategy Paper (FSP) itself, the Economic and Fiscal Update (EFU), and the Budget Policy Statement (BPS).

Governor Oborevwori stated that together, these components provide a comprehensive framework for budget planning and preparation, incorporating economic and fiscal analyses, assessing past and current budget performance, and identifying key factors influencing implementation.
He further noted that the document represents the first and most critical stage in the annual budget preparation process, developed in anticipation of the 2026 Budget.
The Governor, therefore, urged the House to give prompt consideration and approval to the Fiscal Strategy Paper, describing it as a guiding template for the formulation of the 2026 fiscal year budget.
Also at the plenary, the House received a report from the Chairman, House Committee on Rules and Business, Hon. Spencer Owhofa, on the Delta State Anti-Terrorism and Anti-Cultism (Amendment) Bill.
