Delta State Governor, Sheriff Oborevwori, on Monday, January 12, 2026, performed the groundbreaking ceremony for the construction of the Otowodu Flyover in Ughelli, describing the project as a landmark intervention aimed at easing traffic congestion and accelerating urban renewal in the state.
Speaking at the event, the governor said the flyover project underscores his administration’s unwavering commitment to infrastructure development and sustainable urban growth.
He noted that Ughelli, a major historical and commercial hub, had witnessed rapid population growth and economic expansion over the years, placing enormous pressure on its road network, particularly the Otowodu Junction, one of the busiest intersections in Delta State.
Gov. Oborevwori said the junction serves as a critical link connecting Asaba, Warri, Port Harcourt, and other major destinations, as well as the recently completed 143-kilometre road project, the longest single road in the southern part of the state, including the dualisation towards Sapele.
“Due to its strategic location, Otowodu Junction has, over time, become synonymous with severe traffic congestion.
“I have personally experienced the gridlock here, and it became clear that a permanent solution was urgently required,” the governor said.
He recalled that as an interim measure, his administration constructed several alternative roads, including Udwere Street, Okogwe Street, David Ebruno Street, Ogwu Street, Edo Street, Royal Avenue, and Agbar Road, at a cost of nearly ₦6 billion, to ease traffic pressure around the area.

The governor explained that the flyover project could not commence alongside other major flyovers in the state, such as the DSC, PTI and NPA Marine Gate flyovers, until adequate connecting roads were completed to allow for smooth traffic diversion during construction.
Gov. Oborevwori disclosed that the Otowodu Flyover project has been awarded to Julius Berger Nigeria Plc at the cost of ₦39.3 billion, stressing that the investment reflects the administration’s focus on durable, long-term infrastructure solutions rather than temporary fixes.
“When completed, this flyover will significantly improve traffic flow, enhance road safety, reduce travel time, boost economic activities, and improve the quality of life for residents of Ughelli and road users across the state,” he added.
He assured Deltans that the project would be executed with the highest standards of quality, transparency, and accountability.
The governor commended Julius Berger Nigeria Plc for partnering with the state on the project and appreciated the support of traditional rulers, community leaders, and residents of Ughelli.
The ceremony was attended by members of the Delta State House of Assembly, including the speaker and deputy speaker, the member representing Ughelli North, Ughelli South, and Udu Federal Constituency, Rep. Ejiro-Oghene Waive, the Chairman of Delta State APC, Elder Omeni Sobotie; members of the state executive council, top government functionaries, council chairmen, traditional rulers, and other stakeholders.
