Gombe State has reaffirmed its reputation for sound fiscal management, emerging 5th nationwide in the 2025 half-year budget performance report released by the International Centre for Investigative Reporting ( ICIR).
The globally recognized non-profit organization, known for promoting transparency and accountability in governance, scored Gombe 39.5 percent in budget implementation as of June 2025, outperforming over 32 other sub-national entities, including states with larger federal allocations.
The ranking, according to the statement issued by the state governor’s chief press secretary, underscores the Governor Inuwa Yahaya administration’s commitment to fiscal discipline and reform-driven governance.
Since assuming office, the administration, according to the release, has implemented a series of financial management reforms, including the Treasury Single Account (TSA), the Gombe Integrated Financial Management Information System (GIFMIS), and the Open Budget Portal, all aimed at enhancing transparency, curbing leakages, and improving citizens’ access to fiscal data.
Gov. Yahaya reaffirmed his administration’s focus on people-oriented governance, stating: “our goal is to ensure that every naira spent delivers measurable impact.
“We are committed to building a fiscally responsible, economically vibrant, and socially inclusive Gombe where transparency drives trust and accountability ensures progress.”

This latest recognition adds to the state’s growing list of accolades for good governance and financial transparency.
In September 2025, the state was ranked second nationwide in BudgIT’s sub-national transparency assessment, earning a near-perfect score of 99 out of 100.
The assessment commended Gombe for the timely publication of key fiscal documents — including the approved budget, Medium-Term Expenditure Framework (MTEF), citizens’ budget, and quarterly budget implementation reports — as well as for maintaining an updated e-procurement portal that provides public access to government spending data.
With the ICIR ranking, Gombe continues to consolidate its status as a national benchmark for fiscal responsibility.
“The state’s reform-driven governance model is not only improving service delivery and citizen trust but also setting a standard for other national governments across Nigeria,” the statement read.
