Adamawa State Governor, Ahmadu Umaru Fintiri, on Thursday presented a proposed ₦583.33 billion Appropriation Bill for the 2026 fiscal year to the State House of Assembly.
The budget, tagged “Budget of Sustainable Growth and Economic Renewal,” is aimed at consolidating infrastructure development, strengthening social services, deepening economic reforms and sustaining peace across the state.
Presenting the proposal, Fintiri said the budget was prepared following consultations with ministries, departments and agencies (MDAs), lawmakers and other stakeholders, and aligned with his administration’s eight-point development agenda.
According to the governor, the 2026 estimates were based on realistic revenue projections and current economic conditions, with priority given to the completion of ongoing projects, development of new infrastructure, improved funding for education and healthcare, poverty reduction, and support for agriculture, commerce and small and medium-scale enterprises.
Fintiri highlighted key achievements of his administration, noting that over 60,000 residents had benefited from the Fintiri Business Wallet empowerment scheme. He added that an additional 100,000 beneficiaries would receive ₦50,000 each from December 2025 as part of ongoing poverty alleviation efforts.
On workers’ welfare, the governor said Adamawa was the first state in the country to implement the ₦70,000 minimum wage, adding that civil service reforms and the digitisation of government operations were improving efficiency and accountability.
In the education and health sectors, he disclosed that 21 model and mega schools were nearing completion and expected to commence academic activities in the first quarter of 2026. He said cottage hospitals were operational, general hospitals were being upgraded, and projects in water supply, electricity, markets and road construction were ongoing across the state. He also said work on the reconstructed Yola ultramodern stadium was near completion.
Reviewing the 2025 budget performance, Fintiri recalled that the approved estimate stood at ₦621.29 billion after a supplementary appropriation. As of September 30, 2025, he said ₦235.34 billion had been realised, representing 37.9 per cent of projected revenue, while ₦189.51 billion had been spent on personnel, overheads and capital projects.

The governor said the 2026 budget would fund both recurrent and capital expenditures, with emphasis on capital development. He added that the state would continue to observe fiscal discipline through compliance with International Public Sector Accounting Standards (IPSAS) and the State Action on Business Enabling Reforms (SABER).
He also announced plans to introduce e-budgeting to replace hard-copy budget documents, a move aimed at reducing costs and improving efficiency, and urged MDAs to strengthen their ICT capacity.
On revenue generation, Fintiri said the government would expand internally generated revenue by tapping untapped sources and leveraging development financing, while assuring that borrowing would be prudent and tied to projects with economic benefits.
He reaffirmed his administration’s commitment to peace, security and cooperation with the legislature, expressing confidence that the 2026 budget would further advance inclusive and sustainable development in Adamawa State.
