The Federal Government has launched an Enterprise Content Management (ECM) system at the Ministry of Health and Social Welfare, a landmark initiative aimed at enhancing efficiency, transparency, and service delivery within Nigeria’s public health sector.
Disclosed via the ministry’s official X handle, the move marks a significant step in the implementation of the Federal Civil Service Strategy and Implementation Plan 2025 (FCSSIP 25), which aims to transition Nigeria’s public institutions into digitally empowered entities.
Minister of Health and Social Welfare, Professor Muhammad Ali Pate, described the ECM as a game-changer for government operations. According to him, the system is designed to digitize documentary records, automate workflow processes, and significantly reduce the bureaucratic red tape associated with paper-based administration, which has historically slowed down service delivery and accountability.
Prof. Pate emphasized that this initiative directly aligns with the federal government’s ambitious goal of achieving 80% digitalization across all ministries, departments, and agencies by 2025. He added that the long-term objective is to transition to a fully paperless civil service by 2030, setting a benchmark for modern governance in Africa and positioning Nigeria as a leader in e-governance.

He commended the Ministry’s workforce for their dedication and professionalism, highlighting the leadership of Permanent Secretary Daju Kachollom, mni, as instrumental in driving the successful implementation of the ECM. According to Prof. Pate, the civil servants’ tireless efforts over the last two years have built the foundation for a future-ready Ministry focused on agility, accountability, and service excellence.
The Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, also lauded the development, stating that the ECM system is more than just a digital upgrade; it represents a shift toward a responsive, citizen-focused public service. She stressed that the modernization of administrative tools is essential for restoring public trust and ensuring that government services are accessible, transparent, and in tune with the needs of the Nigerian people.
The launch of the ECM system at the Ministry of Health is expected to inspire similar digital transformations across other key ministries, accelerating Nigeria’s journey toward smarter governance and efficient public sector management.
