FCTA to begin enforcement on ground rent, land use conversion fees next week

The Federal Capital Territory Administration (FCTA) has announced that starting Wednesday, November 26, 2025, it will initiate enforcement actions against those who have defaulted on Ground Rent payments, Land Use Change/Conversion fees, as well as Right of Occupancy (R-of-O) and Certificate of Occupancy (C-of-O) bills.

The Senior Special Assistant on Public Communications and Social Media to the FCT Minister, Lere Olayinka disclosed this information in a statement on Thursday, November 20.

It is important to note that on May 26, 2025, following President Bola Ahmed Tinubu’s intervention, the FCT Minister, Barrister Nyesom Ezenwo Wike, granted a 14-day grace period for Ground Rent defaulters to settle their outstanding payments along with any penalties.

Additionally, announcements were made in national newspapers and online platforms on September 8, 9, and 10, 2025, regarding the revised Land Use/Purpose Clause for properties in the FCT, allowing a 30-day window for the payment of a penalty/violation fee of ₦5 million and other applicable charges for Land Use Change/Conversion.

Another public notice was circulated in national newspapers and on online platforms, as well as broadcast on television and radio, providing a final 14-day grace period for defaulters of the land use/purpose clause in Asokoro, Maitama, Garki, and Wuse districts to comply with the conditions for land use change and conversion.

Olayinka noted that the 14-day grace period for Ground Rent payments expired on June 9, 2025, over five months ago, while the extension for the land use/purpose clause will conclude on Monday, November 24, 2025.

As a result, the FCTA will begin enforcement actions on November 26, 2025, targeting those who have defaulted on Ground Rent payments, Land Use Change/Conversion fees, and R-of-O and C-of-O bills. This enforcement will also apply to individuals who have purchased properties from others but have not yet registered their interests by obtaining the necessary Minister’s Consent and registering their Deeds of Assignment.
