The Borno State Commissioner for Information and Internal Security, Prof. Usman Tar, has been elected the chairman of the Progressive Commissioners of Information Forum, the communication arm of the Progressive Governors’ Forum (PGF) representing the All Progressives Congress (APC)-governed states.
The announcement came at the close of the PGF strategy summit, held at the Government House in Maiduguri.
The forum serves as a key platform for harmonising governance and communication strategies across APC states, as well as strengthening inter-state collaboration.
Prof. Tar’s election is widely seen as a recognition of both his professional distinction and Borno State’s rising profile under the leadership of Governor Babagana Zulum.
“I am profoundly honoured by the trust and solidarity of my colleagues,” Prof. Tar said shortly after his emergence.
“Together, we shall refine our communication strategies, enhance public trust, and project the values of good governance that define the progressive tradition.”
A renowned academic and security expert, Prof. Tar previously served as the dean of the Faculty of Arts and Social Sciences and Endowed Chair of Defence and Security Studies at the Nigerian Defence Academy (NDA), Kaduna.
His research focused on insurgency, counterterrorism, and security in the Lake Chad Basin and West Africa, and he has authored or co-authored over 30 books and 130 scholarly works.

Since assuming office as commissioner for information and internal security, he has led initiatives to modernise communication, strengthen community resilience, and promote media collaboration as part of the state’s broader peacebuilding and reconstruction strategy.
Analysts say his new role positions him to play a key part in shaping the APC’s national communication agenda, bringing an evidence-based and strategic approach to governance messaging.
Prof. Tar’s election, according to the party’s faithful, is expected to deepen cooperation among information commissioners in APC states and strengthen the Progressive Governors’ Forum’s communication and public engagement framework.
