The Association of Public Procurement Practitioners of Nigeria (APPON) has commended Borno State Governor, Professor Babagana Umara Zulum, for what it described as visionary, transparent, and development-oriented leadership.
The commendation followed a tour of key infrastructural projects across the state by APPON members, who were in Maiduguri for their week-long national conference.
Led by APPON National President, Dr. James Amem Kanico, and accompanied by the Director-General of the Borno State Bureau of Public Procurement, Engineer Musa Mustapha, the delegation inspected several ongoing and completed projects, including the Borno State Teaching Hospital, a state-of-the-art Trailer Park, the Mai Mala Buni 500 Housing Estate, and the Kashim Shettima Housing Estate.
Other facilities visited were the Kashim Shettima Secondary School in Mari, Mai Musari Junior and Primary School, and a network of newly constructed township roads aimed at improving urban mobility.
Speaking after the inspection, Dr. Kanico said the projects were a “clear demonstration of responsible and transparent governance,” adding that they would have long-lasting benefits for residents.

“These are not theoretical achievements; these are tangible structures that will serve the people for decades,” he said.
Members of the delegation described Governor Zulum as one of the most accountable leaders in Nigeria, praising his “courage and sincerity in the use of public funds.”
Mrs. Halima Garba, a procurement expert in the team, noted that the projects reflected the proper utilisation of taxpayers’ money to deliver schools, hospitals, roads, and housing.
APPON highlighted the projects’ role in creating jobs, boosting economic activities, and restoring hope in a region recovering from insurgency.
Dr. Kanico urged other state governments to emulate Zulum’s example, describing his governance style as a benchmark for transparency and service delivery.
