Secretaries to the Governments (SGSs) of states under the governorship of the All Progressives Congress (APC) have reaffirmed their commitment to closer collaboration, stronger administrative reforms, and the adoption of digital governance tools aimed at improving coordination and service delivery within the public sector.
These resolutions were part of the outcomes of the Progressive Governors Forum (PGF) Quarterly Strategy Meeting of Secretaries to the Governments of APC-Governed States, which took place from Thursday, 30th to Friday, 31st October, 2025, at Unity Hall, Government House, Asaba, Delta State.
The two-day policy session, convened by the PGF Secretariat and hosted by the Delta State Government, was themed “Strengthening Sub-National Governance Synergy for Effective Policy Coordination in APC-Governed States.” It attracted participants including senior government officials, technocrats, and policy strategists from across APC-led states.
In a communiqué jointly signed by the participating Secretaries and delegates, the Forum commended President Bola Tinubu and the Progressive Governors for their visionary leadership and continued dedication to governance innovation and public sector reform.
The meeting described the SGSs as key enablers of intergovernmental coordination and policy execution across the federation. It therefore resolved to further empower their offices as institutional hubs for harmonizing state and federal policies to achieve coherent development outcomes.

Delegates also emphasized the urgent need for widespread administrative reforms and digital transformation within the public service to improve efficiency, accountability, and transparency. They agreed to strengthen collaboration among APC states through the sharing of best practices, standardization of procedures, and deployment of digital tools to enhance decision-making and citizen engagement.
A major outcome of the meeting was the decision to establish a unified Performance Management Framework for assessing and tracking government performance at the sub-national level. The framework, to be developed in partnership with the PGF Secretariat, will align state performance benchmarks with national priorities and promote measurable progress across APC states.
Participants further resolved to deepen peer learning and capacity-building programmes that promote evidence-based policymaking, innovation, and results-oriented administration. They highlighted the crucial role of the PGF Secretariat in sustaining inter-state cooperation and driving reform-focused initiatives.

In their collective pledge, the SGSs vowed to pursue reforms consistent with President Tinubu’s Renewed Hope Agenda, stressing the importance of inclusive governance, accountability, and professionalism in public administration.
The Forum expressed gratitude to Delta State Governor, Rt. Hon. Sheriff Oborevwori, for hosting the meeting and extending warm hospitality to all delegates. It also lauded the PGF Secretariat, led by its Director General, Mr. Folorunsho Aluko, for its effective coordination and technical support in advancing the objectives of progressive governance.
At the close of the deliberations, members agreed that the next edition of the PGF Quarterly Strategy Meeting would be hosted by Nasarawa State in the first quarter of 2026.
The communiqué was endorsed by Secretaries to the Governments and senior representatives from APC-controlled states, including Dr. Kingsley Emu (Delta State), Mrs. Folashade Arike Ayoade, Ph.D. (Kogi State), Dr. Shuaibu Magaji Labaran, SAN (Nasarawa State), Prof. Habibat Omolara Adubiaro (Ekiti State), Mr. Olatokunbo Talabi (Ogun State), Mrs. Serumun Aber, Esq.
