The Federal Ministry of Humanitarian Affairs and Poverty Reduction, the Borno State Government, and the United Nations High Commissioner for Refugees (UNHCR) have signed four memoranda of understandings aimed at enhancing the livelihood of vulnerable persons.
The agreements are aimed at improving the livelihoods of vulnerable individuals in Borno State through skills development and economic empowerment.
The signing ceremony occurred on Tuesday, June 17, 2025, at the Minister’s office in the Federal Secretariat Phase 1, Abuja.
Prof. Nentawe Yilwatda, the Minister, and Dr. Yakubu Kofarmata, the Permanent Secretary, represented the federal government during the signing.
Dr. Babakura Gadai, Executive Secretary of the Borno State Agency for the Coordination of Sustainable Development and Humanitarian Response, signed on behalf of the Borno State Government, while Arjun Jain, Country Representative of the UNHCR, represented the commission.

The agreement between the ninistry and UNHCR serves as a general agreement to improve coordination in essential areas such as emergency preparedness and response, socio-economic inclusion, poverty alleviation, and institutional support for the National Commission for Refugees, Migrants, and Internally Displaced Persons (NCFRMI).
The other agreements focus on rehabilitating a vocational training center in Gwoza and constructing a new vocational training center in Bama, Borno State, for returnees, internally displaced persons (IDPs), and host communities.
Notable attendees at the event included the representative of the Chairman of the House of Representatives Committee on Humanitarian Affairs, Rep. A. B. Dabai, Director of Legal Services Garba Haganawega, Director of Humanitarian Affairs Jumai Katagum, Director of Information and Public Relations, Rhoda Ishaku Iliya, and various aides of the minister, among others.
