The Federal Government has announced that Technical and Vocational Education and Training (TVET) trainees whose stipend payments failed will reportedly be able to update their bank account details from Monday, October 26, as authorities work towards resolving outstanding payments.
Key Highlights
- TVET trainees with failed stipend payments are expected to update their bank details from October 26, 2026.
- A supplementary stipend payment is expected for affected trainees, pending further official instructions.
- Starter packs are expected to be distributed to eligible trainees in designated trades.
- Trainees with poor attendance and performance risk removal from the programme.
- Supplementary payments are expected for eligible training centres with outstanding July and August payments.
- TVET centres have been directed to submit monthly reports between the 25th and fifth day of the following month.
The update was contained in a weekly TVET programme briefing issued by Techwin Solutions Limited on Friday, October 23, 2026, following a meeting involving the Federal Ministry of Education (FME), Nigerian Education Loan Fund (NELFUND), National Board for Technical Education (NBTE) and TVET centre managers.
According to the briefing, a supplementary stipend payment is also expected for affected trainees. However, trainees were advised to await further official instructions on the process.
FG Plans Resolution of Outstanding TVET Stipends
The planned bank details update is part of efforts to address failed stipend payments under the Federal Government’s TVET programme.
Trainees affected by payment failures are expected to follow the official instructions when the update process opens. The briefing did not provide further details on the procedure for updating bank information.
The update also disclosed that supplementary payments are expected for eligible training centres that were not paid for July and August because of late submission of required monthly documents.
Lists of centres eligible for September payments, October payments and the third-tranche payment for Cohort I are expected to be made available through State Programme Management Officers (PMOs).
The October payment eligibility list is expected after the month ends and the relevant requirements have been processed.
TVET Starter Packs to Be Distributed to Eligible Trainees
The briefing stated that distributors would soon begin contacting TVET centres to arrange the delivery of starter packs for eligible trainees.
However, distribution will be limited to designated enhanced-skill trades and will not cover every trade under the programme.
For Cohort I, centres may soon begin distributing starter kits to eligible trainees.
Centres handling Cohort II have been instructed to sign the necessary acknowledgements and retain the kits until eligible trainees complete their training.
The distribution is expected to support trainees who meet the programme’s applicable eligibility requirements.

Poor Attendance Could Lead to Removal From TVET Programme
The briefing warned that Cohort II trainees with persistently low attendance and poor performance risk being removed from the programme before applications for Cohort III reopen.
Trainees were urged to attend their training sessions regularly, participate actively and comply with the programme’s attendance requirements.
The warning highlights the importance of meeting the programme’s participation and performance standards to remain eligible for its benefits.
Duplicate Fingerprint Cases and Outstanding Payments
On trainees affected by duplicate fingerprint cases, Techwin Solutions said those whose cases had been waived had been reinstated.
Their portal dashboards are expected to be restored shortly, while their September attendance will be considered in addressing outstanding stipend payments.
The affected trainees have also been considered for the forthcoming Cohort II starter-pack distribution, subject to the applicable eligibility requirements.
Cohort I Final Assessment Arrangements Underway
Meanwhile, external assessors and awarding bodies are continuing to contact training centres to finalise arrangements for the Cohort I final assessment.
Centres that have yet to complete the necessary arrangements were advised to remain responsive and cooperate with the relevant bodies.
The final assessment forms part of the programme’s training process for participating trainees.
FG Directs TVET Centres to Submit Monthly Reports on Time
To minimise delays in payment processing, TVET centres have been directed to upload their monthly reports, including Quality Assurance and Accreditation (QAA) and Internal Quality Assurance Mechanism (IQAM) reports, between the 25th of each month and the fifth day of the following month.
The reporting window is intended to help ensure that the required documentation is submitted and processed within the stipulated period.
Trainees and training centres are advised to monitor official TVET programme communications and the official TVET portal for further details on bank account updates, stipend payments, starter-pack distribution and assessment arrangements.
