The Federal Government has strengthened its monitoring of labour agreements with unions in universities, polytechnics and colleges of education in a move aimed at improving compliance, resolving outstanding disputes and preventing industrial action across Nigeria’s tertiary education sector.

Key Highlights

  • The Federal Government has expanded the Implementation Monitoring Committee (IMC) to strengthen oversight of labour agreements in tertiary institutions.
  • Education Minister Dr Maruf Tunji Alausa said effective monitoring is essential to ensuring that negotiated agreements are implemented.
  • The government reportedly negotiated agreements with 16 labour unions within approximately one year.
  • The expanded committee will monitor government obligations and escalate unresolved implementation issues.
  • Representatives of the Ministries of Education, Labour and Employment, Justice, and Finance will participate in the monitoring process.
  • Committee chairman Senator Olarewaju Tejuoso announced plans to establish five sectoral implementation monitoring committees.
  • The initiative aims to improve industrial relations and promote uninterrupted teaching, learning and research.

FG Expands Committee to Monitor Labour Agreements

The Director of Press and Public Relations at the Federal Ministry of Education, Boriowo Folasade, disclosed the development in a statement announcing the expansion of the Implementation Monitoring Committee.

The initiative, led by the Minister of Education, Dr Maruf Tunji Alausa, is designed to strengthen accountability, address outstanding labour issues and ensure that agreements reached between the government and organised labour are implemented.

Speaking during the committee’s inauguration in Abuja on Wednesday, Alausa said regular oversight and timely action on outstanding commitments were necessary to translate negotiated agreements into practical results.

He stressed the importance of monitoring implementation to prevent unresolved issues from escalating into industrial disputes that could disrupt academic activities.

FG Highlights Agreements With 16 Labour Unions

Alausa attributed the agreements negotiated with 16 labour unions within approximately one year to a consolidated negotiation framework that improved coordination and helped preserve institutional knowledge.

The framework is intended to provide a more organised approach to negotiations and follow-up activities, ensuring that commitments made during discussions are tracked beyond the signing of agreements.

Under the expanded arrangement, the IMC will monitor government obligations, identify challenges affecting implementation and refer unresolved matters to the appropriate authorities for further action.

The approach is expected to improve communication between government institutions and labour unions while providing a clearer mechanism for addressing implementation delays.

Ministries to Collaborate on Implementation

The expanded committee will include representatives from the Federal Ministries of Education, Labour and Employment, Justice, and Finance, alongside relevant government agencies.

Their participation is intended to improve coordination among institutions responsible for implementing different aspects of labour agreements.

The involvement of multiple ministries could also help the committee identify administrative, legal and funding-related obstacles that prevent agreed commitments from being fulfilled.

However, the effectiveness of the arrangement will depend on how consistently the committee tracks outstanding obligations and how quickly the relevant authorities respond to identified problems.

Minister of State Urges Constructive Engagement

The Minister of State for Education, Professor Suwaiba Sa’idu Ahmad, urged government representatives and labour unions to prioritise constructive engagement and shared responsibility in resolving disputes.

She emphasised the need for cooperation between the parties to ensure that disagreements are addressed through dialogue and established procedures.

The government’s renewed focus on implementation comes amid longstanding concerns about industrial disputes in Nigeria’s public tertiary education system, where disagreements over salaries, allowances, funding and other welfare issues have periodically disrupted academic calendars.

Five Sectoral Monitoring Committees Planned

Meanwhile, the chairman of the Implementation Monitoring Committee, Senator Olarewaju Tejuoso, announced plans to establish five standing Sectoral Implementation Monitoring Committees.

The proposed committees will focus on sector-specific challenges and track compliance with agreements across the tertiary education system.

The structure is expected to provide closer attention to the different needs of universities, polytechnics and colleges of education while helping the government identify problems requiring targeted intervention.

The proposed sectoral committees are also intended to strengthen follow-up mechanisms and improve the flow of information on outstanding commitments.

FG Targets Stable Academic Calendar and Better Industrial Relations

The Federal Ministry of Education reaffirmed its commitment to improving relations with organised labour, maintaining uninterrupted academic activities and promoting a stable and productive tertiary education system.

For students, lecturers and parents, effective monitoring could help reduce disruptions caused by unresolved labour disputes.

For the government and university administrators, the initiative presents an opportunity to improve accountability by ensuring that negotiated agreements are accompanied by clear implementation plans and regular progress reviews.

However, the success of the expanded monitoring framework will ultimately depend on whether outstanding obligations are fulfilled and disputes are resolved before they lead to strikes or other forms of industrial action.

The Federal Government says the initiative is part of its broader effort to strengthen cooperation with organised labour and improve stability across Nigeria’s tertiary education sector. The move follows the government’s unveiling of the 2026 agreements with tertiary institution unions earlier this week.
