A beneficiary of the Nigerian Content Development and Monitoring Board (NCDMB) capacity-building programme, Engr. Ukane Lucky, has secured employment with an oil servicing firm following the completion of a specialised shipbuilding training.
Engr. Lucky, who hails from Emevor in Isoko North Local Government Area of Delta State, was nominated for the programme by Senator Joel-Onowakpo Thomas, Chairman of the Senate Committee on Local Content and representative of Delta South Senatorial District.
The training, organised by the NCDMB, focused on practical shipbuilding skills and was held in Warri, Delta State. Upon completion of the one-month intensive programme, Lucky was employed by Energy Engenharia System Limited as a barge operator.
His employment adds to a growing list of beneficiaries of the senator’s capacity-building initiatives who have transitioned into gainful employment within Nigeria’s oil and gas sector.
Lucky’s achievement mirrors the earlier success of another nominee, Engr. Charles Edowuro, also from Emevor, who secured a position with Sinohydro Corporation Limited after completing an NCDMB training programme on International Class Welding and Fabrication in Port Harcourt, Rivers State.

Speaking on how the opportunity emerged, Lucky explained that during the training he interacted with Ambassador Roland Ososuakpo, owner of the training facility. Both men discovered they were from the same community. Ososuakpo reportedly assured Lucky that he would be considered for any available position if the opportunity arose.
Motivated by that assurance, Lucky said he devoted himself fully to the training, paying close attention to the technical sessions and practical demonstrations conducted by experienced facilitators.
According to him, the programme provided high-quality instruction and a solid technical foundation that prepared participants for opportunities in the maritime and oil servicing sectors.
That opportunity came shortly after the training when a vacancy opened for a barge operator at Energy Engenharia System Limited. Ososuakpo subsequently recommended Lucky for the position.
Lucky said the practical knowledge gained during the NCDMB programme proved valuable when he resumed duty, enabling him to adapt quickly to his new responsibilities.
He expressed gratitude to Senator Joel-Onowakpo for nominating him for the training, describing the initiative as a platform that helped unlock his professional potential.
Stakeholders in the community say the development highlights the value of the NCDMB’s skills acquisition programmes, which aim to strengthen local capacity and create employment opportunities for Nigerians within the oil and gas industry.
Participants in similar training schemes have also noted that beyond technical skills, the programmes create networking opportunities that often open doors to employment across the sector.
Community members from Emevor have commended Senator Joel-Onowakpo for facilitating access to the programmes for youths in Delta South Senatorial District, noting that such initiatives contribute to long-term capacity development in the Niger Delta.
