The Minister of Aviation and Aerospace Development, Festus Keyamo, has flagged off the groundbreaking for a new N21.6 billion corporate headquarters and Air Traffic Management Centre for the Nigerian Airspace Management Agency in Abuja.
The project, awarded to NHD Interbiz Projects Limited, is scheduled for completion within 30 months and marks one of the most significant infrastructure investments in Nigeria’s aviation sector in recent years.
Speaking at the ceremony, Keyamo said the development reflects the Federal Government’s resolve to modernise aviation infrastructure, strengthen safety standards and improve operational efficiency across the nation’s airspace. He stated that the contract, valued at N21,684,314,839.40 inclusive of taxes, followed a transparent and competitive process in line with the Public Procurement Act 2007.
According to the minister, the new complex will house executive management offices alongside a modern Air Traffic Management Centre equipped to enhance surveillance, coordination and real time operational response. He noted that for years, aviation agencies have operated from facilities that do not match their strategic role in national development. The new headquarters, he said, is designed to encourage innovation, improve inter department collaboration and raise staff morale.
Managing Director of NAMA, Ahmed Farouk, described the initiative as a turning point in Nigeria’s airspace management structure. He explained that the unified ATM Centre will merge the existing Area Control Centres in Lagos and Kano into a single command hub in Abuja.
Farouk said the consolidation will enable seamless radar coverage across the country, creating what he termed a more efficient One Flight Information Region for Nigeria. He added that the centralised system is expected to reduce operational gaps and strengthen coordination within the aviation ecosystem.

He also called for further ministerial backing to deploy a Dual Surveillance System that would support both civil air traffic management and military command operations. He described the proposed system as critical to national security and essential for safeguarding Nigeria’s airspace.
Industry stakeholders say the new NAMA headquarters and ATM Centre could significantly enhance flight safety, improve traffic monitoring and position Nigeria as a stronger aviation hub in West Africa.
