Delta State Governor, Rt. Hon. Sheriff Oborevwori, has charged the new leadership of the Delta State Structures for Signage and Advertisement Agency and the Delta State Local Content Agency to accelerate economic growth and deepen institutional reforms in line with his administration’s MORE Agenda.
The governor gave the directive at Government House, Asaba, during the swearing-in of Mr. Sebastian Okoh as Managing Director of DESAA and Chief Stanley Kakor as Director-General of the Delta State Local Content Agency. He expressed confidence that both appointees would justify the trust placed in them and strengthen key institutions critical to the state’s development.
Oborevwori described the ceremony as a deliberate step toward building a diversified and resilient Delta economy. He noted that DESAA, established under the Delta State Structures for Signage and Advertisement Agency Law of 2015, plays a strategic role in regulating outdoor advertising and ensuring compliance with approved standards.
According to the governor, Delta State’s position within the southern economic corridor makes it a hub for outdoor advertising activities, which heightens the need for effective regulation to curb visual pollution and ensure orderliness in signage and advertisement structures. He said Mr. Okoh has the experience required to reposition the agency and align its operations with global best practices.
On the Delta State Local Content Agency, created in 2020, the governor emphasized its importance in empowering Deltans, particularly residents of oil-producing communities. He explained that the agency domesticates key provisions of the Nigerian Oil and Gas Industry Content Development and Monitoring Act, including a 70 percent local content utilization requirement in extractive industries and a mandate for companies to prioritize local contractors.

Oborevwori said the agency also has the responsibility to monitor compliance with Memoranda of Understanding and Global Memoranda of Understanding signed between companies, host communities and the state government. He stressed that strict adherence to these agreements and corporate social responsibility commitments would reduce tensions in host communities and promote sustainable partnerships.
The governor urged the new appointees to operate with fairness, transparency and accountability, ensuring that their decisions align with the policy direction of the MORE Agenda. He advised them to study the enabling laws guiding their agencies and avoid actions that could undermine legal provisions.
He further called on them to work closely with Ministries, Departments and Agencies, the private sector and community leaders to foster collaboration and maintain peace across the state.
Responding on behalf of the appointees, Mr. Okoh thanked the governor for the opportunity to serve and pledged loyalty to the state. He assured that both agencies would discharge their duties diligently and in accordance with the laws of Delta State.
The swearing-in ceremony attracted senior government officials, political appointees and other dignitaries, underscoring the administration’s focus on strengthening institutions to drive economic growth and local content development in Delta State.
