The National Leadership of the Niger Delta APC Youth Vanguard has dismissed what it described as fabricated allegations directed at the Administrator of the Presidential Amnesty Programme, Chief Dr. Dennis Brutu Otuaro. The group made its position public at an emergency press conference in Abuja, saying the accusations were driven by individuals seeking to undermine the reforms taking place in the Amnesty Office.

In a statement signed by its President and National Coordinator, Senior Comrade Emmanuel Fiawei Pathfinder, and its National Secretary, Dr. A. K. Peters, the group said the claims were orchestrated by those uncomfortable with the transparent administration Otuaro has introduced. They argued that those sponsoring the reports were known for obstructing development in the region and were now resorting to misinformation because they could not withstand the changes taking root under Otuaro’s leadership.

The group said the Amnesty Programme had been repositioned through a clear shift from personal patronage to structured human development. It noted that Otuaro had expanded vocational and technical training for ex-agitators and Niger Delta youths, strengthened scholarship opportunities, promoted maritime and seafaring certification, and aligned all programmes with the development priorities of President Bola Ahmed Tinubu’s Renewed Hope Agenda. It added that the office now operates with a more open and accountable system, engaging traditional rulers, youth bodies and other regional leaders.

The Vanguard said these reforms had made the Amnesty Programme a stabilising force for peace and economic renewal in the region. It also praised High Chief Government Ekpemupolo (Tompolo) for his work in protecting national oil assets through Tantita Security Services Nigeria Limited. The group credited the security outfit with helping to boost national crude output and improving coordination between communities and security agencies.

According to the group, Otuaro and Tompolo represent a shared commitment to peace, accountability and development in the Niger Delta, reflecting the broader goal of national unity and economic strength. It warned those pushing what it called politically motivated propaganda to desist, describing such actions as threats to the stability and progress achieved so far.

The Niger Delta APC Youth Vanguard said it would resist any attempt to derail the current peace efforts, and that those involved in blackmail risked being identified as enemies of regional stability. It concluded by passing a vote of confidence in Otuaro, praising his leadership and loyalty to the APC, while also commending Tompolo for his contribution to security and economic recovery in the region.
