The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has reaffirmed its commitment to inclusivity in the fight against corruption, pledging deeper collaboration with the Nigeria National Association of the Deaf (NNAD).
Speaking at the NNAD National Convention in Abuja on Wednesday, September 24, 2025, ICPC Chairman, Dr. Musa Adamu Aliyu, SAN, represented by the Commission’s Spokesperson, Mr. Demola Bakare, fsi, said the partnership was vital in safeguarding citizens’ rights to access services without discrimination.
Dr. Aliyu commended NNAD’s values, which stress the right of deaf persons and their families to access services in all aspects of life, noting that the vision aligns with ICPC’s mandate of ensuring fairness, equity, and access for all Nigerians.
“Part of our mandate at ICPC is to ensure that all Nigerians have access to government services. Each year, we monitor public projects to ensure they are delivered on time and according to specifications so that no citizen is denied their rights,” he said.
The ICPC Chairman further urged NNAD to integrate Nigerian Sign Language in spreading the anti-corruption message within the deaf community, stressing that corruption remained one of the biggest threats to human rights.

“As we know, one of the greatest challenges to our rights is corruption. ICPC is doing its best to fight it, but it cannot do it alone. That is why we take the anti-corruption message everywhere we go,” he added.
Dr. Aliyu also highlighted the relevance of the National Ethics and Integrity Policy (NEIP), conceived by ICPC and approved by the Federal Executive Council in 2020, as a tool for protecting citizens’ rights and promoting inclusivity. He noted that the NEIP’s first two core values, Human Dignity and Voice & Participation, reinforced the constitutional guarantees of non-discrimination and inclusive participation, values which align closely with NNAD’s mission.
In his remarks, NNAD National President, Hon. Haruna Muhammad Tsafe, reiterated the association’s commitment to reducing communication barriers and advancing equal rights for the deaf community. He called for Nigerian Sign Language to be fully mainstreamed in governance and service delivery.
Also speaking, the Chairman of the occasion, Senator Umaru Tanko Al-Makura, praised NNAD’s resilience and emphasized that persons with disabilities deserved equal opportunities in society. He pledged support for stronger institutional frameworks to ensure that people with disabilities benefit from government programmes.
The convention underscored ICPC’s drive to promote inclusivity in its anti-corruption campaigns, reaffirming its resolve to build stronger partnerships with diverse groups in advancing accountability, integrity, and equal rights for all Nigerians.
