The Delta South Senatorial District has achieved a major legislative milestone as the Senate has officially passed the Bill for the Establishment of the Federal College of Fisheries and Aquatic Sciences in Emede, Isoko South Local Government Area of Delta State. The passage of this landmark Bill marks a turning point in the region’s quest for federal presence and educational advancement.
The Bill, titled Agricultural Research Council of Nigeria Act (Amendment) Bill, 2025, was originally introduced to the Senate on October 4, 2023. It passed its second reading on June 25, 2025, and was subsequently referred to the Senate Committee on Agricultural Colleges and Institutions. Following the committee’s report, the Bill successfully scaled through its third reading and was passed on the Senate floor.
Senator Joel-Onowakpo Thomas, who sponsored the Bill and represents Delta South Senatorial District, expressed profound gratitude to God and the Senate leadership for their unwavering support in making the dream a reality. He extended appreciation to Senate President Godswill Akpabio, Deputy Senate President Jibrin Barau, and Senate Majority Leader Michael Opeyemi Bamidele, along with other distinguished senators who contributed to the successful passage of the Bill.

The proposed Federal College of Fisheries and Aquatic Sciences is expected to be a game-changer for the Delta region, which has long been underserved in terms of federal educational infrastructure despite its status as an oil-rich area.
